It also helped to get rid of the Deus ex Machina feeling of "Oh hey, your old powers are gone, but here's some new power we had lying around that you can use!"
It also helped to get rid of the questions of "Why can't they use the old Zords? Where did the new Zords come from?" It provides more freedom and flexibility to the writers, and what's more, it allows for contractual stability. Instead of just "Hey you're on the show until you leave or we decide to get rid of you" it's "Hey you're on this 26 episode season" or however long a PR season is. That way you don't have stuff happen like the second season where Trini, Zack, and Jason got replaced, and they had to use mirrors and stunt doubles in the last part of the episode to hide the fact that they up and quit.
