I would like to report having the same problem at North Idaho College, if giving the location helps at all. Page starts to load for about ten minutes, then I get an error page saying the connection to the server was reset. And it is not an issue of it being blocked, because NIC doesn't block anything. You can surf the entire web from NIC, and no one bats an eye (so long as it's on your computer, and not one of the school's).

If your school doesn't block anything then use a proxy to get to CAA. It worked for me until the website I was using and all the proxies it linked to were blocked by my school. But if your school doesn't block things then it should work.

Similar problem here. The cable Internet won't load CAA. It simply just keeps trying to load ad infinitum. And CAA is the only site this happens on. I had to talk with K-chan before I realized the problem was on my end. I just thought CAA had been hit with nasty virus.
