Being that a-ni-me is a Japanese term, it must be Japanese. Otherwise, I refer to it as "fakime", no matter how good/sucky it may be. :p

We got a lot of French cartoons over here dubbed into several languages. Some of the older ones are fairly decent and usually have plot-arcs as opposed to just having the characters going aimlessly from one adventure to another as opposed to US cartoons. However the more recent ones, with 2D animation produced on computers cheaply, have a terribly shoddy look. Its not the good kind of minimum animation like those used in many anime but rather an attempt to create flowing life-like animation on budgets that can't support it. In short the quality has gone down in recent years.

Well, Lupin III is Japanese but the original pulp-fiction character "Arsene Lupin" is French from roundabout the 1900s. Lupin III is his grandson. So Lupin III is kinda sorta French. :)

PS: anime is a French word. ;)

Tintin is Belgium to be precise. Asterix & Obelix are French. Close enough, I suppose. :)
