You'd have to use some sort of image editor like: paint, photoshop, paint shop pro, fireworks, etc. To shrink the pic down and then resize it. :)

There's some pretty good freeware out there that does a pretty good job. i personally use IrfanView to resize photos and do simple tasks like red-eye reduction. Google IrfanView and you can find a host of places to download it from.
