Probably just that. A copy of a VCD.

...unless you have it for legitimate backup purposes and it's allowed by the license agreement on the packaging...

And volt, strictly speaking DVD is not a format. DVD stands for Digital Video Disk, and it's just that. It's a media. The encoding format on the disc is different for whatever application you use it for. In this case, most DVDs are in MPEG layer 2 format (MPEG-2) which is generally speaking better quality. You CAN encode a DVD in MPEG-1 as well, and it's significantly smaller.

Just like you can encode MPEG-1 (what most VCDs use) format on DVDs, you can also encode MPEG-2 format onto VCDs. This is usually called an SVCD.

Intrestingly, some consumer DVD players allow you to play a DVD that has MP3s burned onto it, for a total of 4.7 gigabytes of audio. I'm thinking of doing that with all the Christmas music I can find, and taking that with me to my parents house. No wait! I'll take a DVD-R disc with me and burn it using THIER music.
